If the customer uses Proxy as a system Policy then you do not need to add Proxy settings in the Data Collector but the Data Collector Service needs to have a user defined which is logged in.

To do that open Data Collector Service and in "Log On" tab define an account which has the apropriate rights to access the internet on http port 80 and https port 443.
